Increasing a planet's Social and Environment parameters increases both population growth and the planetary production rate. The current population also plays a role in the planetary production rate. The more workers a planet has, the more a planet produces. On planets where Environment and Social are less than 40, the number of Personnel will decrease over time. The population is dying. Similarly, planets where Environment and Social are greater than 40, the number of Personnel will increase over time. Thus, the population is thriving.
